Biosolids and Residuals Committee Members

 

Fernando Sarmiento, P.E. (Committee Chair)

B.S. in Mechanical Engineering and M.S. in Environmental Engineering. Mr. Sarmiento is an Associate of Greeley and Hansen. He has 15 years of experience as project engineer and project manager in different study and design projects in the water and wastewater fields. Mr. Sarmiento currently serves as Chair of the AZ Water Association Biosolids and Residuals Committee and as Vice-chair of the WEF Bioenergy Subcommittee Biofuels Task Force. His experience includes collection system capacity evaluation, odor control, biosolids management, master planning, energy master planning, and carbon footprint analysis.

 

David Epperson

Mr. Epperson has spent the past nine-plus years in the wastewater treatment field. During this time he has gained experience in operations and maintenance of plant equipment as an O/M Technician and a Planner/Scheduler. Mr. Epperson currently oversees operations of the solids handling facilities as a Process Specialist at the 91st Avenue WWTP. He also oversees the coordination of the <<Biosolids> <Land>> Application Program in coordination with the contracted biosolids hauler.

 

Houssam El Jerdi, P.E.

B.S. in Energy Engineering and M.S. in Chemical Engineering. Mr. El Jerdi is currently a Technical Services Manager for Pima County Regional Wastewater Reclamation Department (RWRD). He has extensive experience in local, state and federal regulatory compliance. Mr. El Jerdi maintains a close working relationship with scientific research related to wastewater treatment, water conservation, biosolids beneficial reuse, landfill post-closure utilization and trace organic compounds. He is a certified operator in water and wastewater treatment and in operation of wastewater collection and water distribution systems.

 

Dave Quinby

Mr. Quinby is Operations Supervisor for the City of Surprise. He has 20 years of experience in the wastewater industry. He began his career in New Jersey working at a 108 MGD activated sludge facility, which had gravity thickeners, anaerobic digesters, centrifuges and lime stabilization. Mr. Quinby moved to Arizona during 1997 and has worked for the City of Surprise ever since. At Surprise, he has worked on ATAD digesters, aerobic digesters, and started up the dewatering facility.

 

Doug Taylor

B.S. in Environmental Technology Management and MPA. Mr. Taylor has 10-plus years of experience in the water/wastewater industry. Since 2006, he has served as an Environmental Quality Specialist in the Water Services Compliance and Regulatory Affairs Office for the City of Phoenix. Prior to that, Mr. Taylor worked as Water Systems Investigator for the Maricopa County Environmental Services Department in the Drinking Water Program for six years.

 

Angela Lucci

B.S. in Hydrogeology. Ms. Lucci has over 20 years of experience in the environmental industry and is currently a Regulatory Compliance Analyst for the City of Surprise, where she provides regulatory assistance associated with wastewater, reclaimed water, biosolids, air quality, hazardous materials, and water resources. Prior to her position with City of Surprise, Ms. Lucci was a hydrologist with Broward County (FL) Department of Natural Resources and the Arizona Department of Environmental Quality.   

 

Annette Reese, P.E.

B.S. in Ceramic Engineering and M.S. in Civil Engineering. Ms. Reese has participated on a variety of environmental infrastructure projects involving water and wastewater facilities since joining Black & Veatch in 1998. Her 12 years of experience includes water and wastewater treatment plant design with an emphasis on solids and residuals handling, chemical feed systems including gaseous chlorine disinfection systems, pipeline design, facility cost estimates, and construction administration, including start-up assistance.   

 

Jon Bernreuter

B.S. in Physics and M.S. in Earth Resources Engineering. Mr. Bernreuter is currently Principal of Water Nexus Consulting, a firm providing sustainable infrastructure project development services for communities/utilities. His projects at Nexus Consulting include water and wastewater systems that utilize renewable energy or high efficiency unit processes. Mr. Bernreuter’s previous experience includes 6 years as Environmental Program Supervisor with the Water Infrastructure Finance Authority (WIFA) of Arizona.  

 

Gary Newman, P.E.

Mr. Newman has 31 years of professional experience focused primarily on the design and construction of wastewater treatment facilities, with an emphasis on solids handling. Since joining Brown and Caldwell in 1978, he has worked on a variety of projects including liquid treatment and biosolids management. Mr. Newman’s project experience includes leadership roles for major solids facility expansions and upgrades for large municipal agencies such as King County, Washington, District of Columbia Water and Sewer Authority, and the cities of Fort Worth and Dallas, Texas.

 

Steven Borst, P.E.

Mr. Borst is a Registered Mechanical and Environmental Engineer with over 16 years of environmental infrastructure, permitting and compliance experience and over 10 years of mechanical power system engineering experience. His experience in environmental infrastructure includes management of programs for the design review and construction oversight of water infrastructure, groundwater well development and water treatment. His power systems experience includes construction management and start-up testing of nuclear power plant steam supply, auxiliary and balance of plant systems. 

 

Larry Anderson, P.E.

Brown and Caldwell, 602-567-4016, landerson@brwncald.com  

B.S. in Civil Engineering, Mr. Anderson has worked both as a regulator with a state pollution control agency and for consulting engineering firms. Mr. Anderson’s expertise includes both liquid stream and solids treatment in the wastewater field.

 

 

Ken Johnson

B.S. in Environmental Resources, Range Ecology and M.S. in Agribusiness. Mr. Johnson is a Certified Professional Agronomist. He currently serves as Synagro’s Technical Services Director and is responsible for compliance and regulatory affairs for the company’s western area. Prior to Synagro, Mr. Johnson held multiple agronomy and compliance roles at the ADEQ, FDACS, Hortec Inc., and the University of Arizona. He has an extensive background in general agronomy, resource management and composting.
